Rohan Chand Thakur is an IAS officer of the 2009 batch from the Himachal Pradesh cadre. He is posted as Director,  Town and country planning, and MD of the state Skill mission. Till recently he also headed the department of IT doing some wide-reaching initiatives during the Corona lockdown. He has done an MBA from IIM Ahmedabad and a BA Honours in Economics from St Stephens’ College. He is a Chevening Gurukul fellow. Before this, he has served as District Collector of Shimla and Hamirpur Districts.


Himachal Pradesh Kaushal Vikas Nigam (HPKVN)  is the primary implementing agency of the Himachal Pradesh Skills Development Project (HPSDP), the flagship employment and livelihood scheme of the Government of Himachal Pradesh. It is also the state implementation partner of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).


These schemes, in line with the National Policy for Skill Development and Entrepreneurship, aim to enhance the technical and vocational skills of youth in the state through education and training. HPKVN’s immediate goal is to train over a lakh young men and women in the period of 2018-22. The organization’s broader objective is to prepare the youth population of the state for the emerging labour markets in India and across the world.

1. What are some of the key programs you are running for skilling and what aspects of skilling are you focusing on the most?


2. Which skills are most sought by the beneficiaries in the region and do the programs have the diversity to cater to varied interests?


3. How do you look at the aspect of partnership to further the gamut of courses and placement avenues that you offer?


4. What are the challenges you face when dealing with such a huge pool of students and job-ready youth and what steps have you taken to smoothen the process?


5. Apart from jobs how do you deal with aspects like entrepreneurship and small business start-ups?


6. How have you adapted the programs post COVID when the classes and seminars can't be held in person?


7.  Lastly, what are some of the future avenues you look to explore to add more opportunities for the youth?
