Project Synopsis

To create livelihood options (inclusive work spaces with individualised work plans, skill building, job and person skill matching and reasonable accommodation provisions, where possible) and meaningful occupation provision (safe, inclusive and accessible community neutral spaces for exercises, therapy, social interaction and energising activities) for adults with disabilities. The Objective is to build a community of well informed, occupied adults with disabilities in the area who become role models and change agents for Northeast Delhi. Project Target: Persons with disabilities ranging in the working age groups of 14 to 50 years. Project Area: Old Mustafabad Vidhan Sabha in Northeast District of Delhi. Project Basis: Conducted an initial snowball sample survey identifying 120 persons & their needs. Methodology: Participatory, community based with a focus to work on both impairments & barriers. Project Period: 5 years (with scalability and replicability to be worked upon in years 4 & 5 separately).

Proposed Project Description

This project has been conceptualised and designed on the basis of on-going work and a ground level survey with persons with disabilities in the area of Northeast Delhi. Keeping in mind the demographics of the population, the types of livelihood engagements available in the area, the availability of resources, infrastructure & opportunities and the learnings from the above-mentioned survey, the project has been formulated. The main of the project is to work with adults with various types of disabilities, as recongised as per The Rights of Persons with Disabilities Act, 2016.

It is imperative to mention at the outset that in working with persons with disabilities, it is the whole family unit that has to be engaged with and not the person alone. The needs, challenges, impairments, barriers and access can differ for each individual, which means that a more case by case basis approach has to be adopted in the work. Additionally, any work with persons with disabilities also requires higher costs, as disability incurs additional costs for things support, aids, carers, health and rehabilitation needs, transport etc. Thus, the underlying principles that we have been following till now in the disability related work and will continue to do so under the proposed project includes:

Project Objective

To create livelihood opportunities and meaningful occupation for young people and adults across disabilities and with other marginalisation’s like economic status, class, caste, gender, religion, place of birth and migration in Northeast Delhi; and

To create sustainable and replicable service delivery models in the area for this age group.

Project Outcome

Well informed, occupied adults with disabilities in the area who become role models and change agents for Northeast Delhi.

Project Rationale

There is a bidirectional link between poverty and disability. Absence of strong policies and support systems creates an alarming vicious cycle pushing the family of a disabled person further into poverty, due to additional disability related costs. Assumptions that disabled person’s lack capability for education/employment creates a further loss of opportunity. Over 70% persons with disabilities are out of the labour force, as per ILO. Further Covid -19 has negatively impacted the job market with those in the informal sector having been hit the hardest.

India lacks an inclusive job and livelihood ecosystem. The framework of the Convention on the Rights of Persons with Disabilities, 2007 (UNCRPD) and The Rights of Persons with Disabilities Act, 2016 (RPwD) both support a holistic approach addressing both the impact of the impairment & removal of barriers- attitudinal, structural and communicational. Additionally, Goal 8 of the SDG also focuses on creation of decent work for all with goals 9 & 10 (Industry, innovation, infrastructure, and reduced equality) augments to the needed approach.

Theory of Change

The two-pronged approach of skilling and support to primary stakeholders and possible employers as well as creation of inclusive spaces for meaningful engagements and interactions will enable people to gain financial independence, confidence and a means of social participation.

Selected Area of Intervention

The SOFIA head office for its’ operations is situated at Mustafabad, Old Mustafabad Vidhan Sabha, Northeast Delhi. Hence, the intervention starts from Old Mustafabad and intends to cover another 2-3 Vidhan Sabhas of NE Delhi over a 5-year period.

About Sofia Educational and Welfare Society

SOFIA Educational & Welfare Society, established in 2004 has been working in Northeast Delhi. It works in the areas of education, skill development, livelihoods for women, girls, and young people, healthcare, violence against women, discrimination, homeless people & declining sex ration. It has recently got approval to establish and run a diagnostic laboratory providing highly subsidised blood and other bodily fluid tests and run a course on training persons in such testing. It is one of the most well recognised and reputed organisations working in Northeast Delhi known for its commitment and delivery of outcomes on the ground.

SOFIA from the start has been working with marginalised populations and added the community of Persons with Disabilities to their work in June 2022. In a highly socially and economically backward area, where services for disabled persons is abysmal coupled with inaccessibility at all levels, this population is much-neglected, excluded and invisible. Thus, there is an urgent need to ensure their inclusion and meaningful participation in social as well as economic spheres. To work towards this, SOFIA proposes to move to the next step of building a structured disability intervention programme.
