Project Description

This research study was conducted in 12 states of India, comprising of source states – Odisha, Jharkhand, Chhattisgarh, Madhya Pradesh, Rajasthan, Maharashtra, Gujarat; and destination states – Goa, Punjab, Kerala, NCR Delhi, Telangana.


The objective of the study was to collect, compile, organize and analyse the existing literature and secondary data available on migration in India. Also, to conduct primary qualitative studies among stakeholders regarding tribal (including livelihood and pastoral) migration in India and to provide a clear set of recommendations in destination states and source states across India.

 

Project learnings

The study was focussed on building in-depth understanding of tribal livelihood migration, reasons of migration, sectors of their employment during migration, corridors of migration, vulnerabilities and plight during migration. The study also investigated existing policy mechanism to address those issues, their successes and gaps in the implementation.

 

Project Impact

Based on recommendations of the study, Disha Foundation is being designated as a dedicated national level resource centre (Centre For Excellence on Tribal migration), to serve as a secretariat for Ministry of Tribal Affairs on tribal migration and related development issues. The centre will facilitate co-ordination with national key line ministries for evidence-based policies and programs towards inclusion of tribal migrant. The centre will also provide technical assistance to state tribal departments for the formulation of state level evidence based tribal migration programmes, initiate tribal migration specific action research in collaboration with Tribal Research Institutes, and accordingly liaise with Ministry of Tribal Affairs and other related ministries for convergence and co-ordination of meaningful tribal migrant inclusive programs at state level.

Special Features of Project

  • Since tribal constitute the largest social group who undertake distress labour migration in India, Disha Foundation had approached the National Commission of Scheduled Tribes (NCST) and based on their recommendation, Ministry of Tribal Affairs took special recognition of the issue of tribal migration
  • A research study "Tribal Migration in India",  was commissioned by Ministry of Tribal Affairs (MOTA) and was conducted by Disha Foundation.
  • The study was conducted in 12 states both source, destination states and some states were identified as both source and destination states.
  • Source states identified were – Odisha, Jharkhand, Chhattisgarh, Madhya Pradesh, Rajasthan, Maharashtra, Gujarat; and destination states – Goa, Punjab, Kerala, NCR Delhi, Telangana.
