PHQ Junction and TCP Gate Junction are two major junctions of Kohima that falls on the National Highway. Both the junctions receive large footfall of pedestrians and passing vehicles throughout the day. It was observed during the peak hours their is a lot of conflict between pedestrian and vehicular movement due to a numbers of existing issues and behaviours like haphazard parking, unorganized informal vending, no dedicated pedestrian crossings and pedestrian signages, wrong behaviours of drivers passing though the junction, existing bus stop at the junction etc.
KSCDL along WRI, India conducted several stakeholder meetings with local shopowners around both junctions and Traffic Police. By understanding daily volume flow through both junctions and post peak hour assessment a comprehensive design was prepared by WRI, India to compact the junction with dedicated pedestrian crossings and signages. Stop lines for vehicles arriving at the junction. The residual spaces were transformed into refuge islands for pedestrians to be used as waiting spaces. Bus Stops were shifted away from the junction for reducing congestion. Proper pedestrian crossing time was incorporated with the traffic signals during the ATMS (Adaptative Traffic Management System) trials.
Post the tactical intervention it was observed that the pedestrains felt safer while crossing the junction as they subconsiously used the newly demarcated pedestrian crossings to cross from one end to the other and drivers slowed down and stopped at the stop line and obeyed traffic rules.
The DSP of Traffic Police along with all on-ground staff were instrumental in successfully and safely implementing the tactical trail at both the junctions as they helped manage the night heavy vehicle traffic at the junction. The local shopkeepers and residents also came forward to support the KSCDL staff during on ground implementation.
