About the organization

Kohima Smart City Development Limited (KSCDL) is a Special Purpose Vehicle (SPV) established in Aug-2016 to implement projects under Smart Cities Mission at Kohima in the state of Nagaland. It is a public company formed under Companies Act 2013. The SPV plans, appraises, approves, releases funds to implement, manage, operate, monitor and evaluate the Smart City development projects. KSCDL functions as a company to implement the smart city mission for Kohima in accordance with the mission guidelines and the implementation jurisdiction will be within the area under Kohima Municipal Council (KMC).
Following are the roles and responsibilities of Kohima Smart City Development Limited:
- Approve and sanction the projects involving the smart city including their technical appraisals.
- Execute the proposal for the Smart City without any intrusion on complete freedom of operation.
- Mobilize resources within timelines and take measures necessary for mobilization of resources.
- Approve and act upon the reports of a third party Review and Monitoring Agency.
- Look into the progress of capacity building activities taking place.
- Develop and benefit from inter linkages of academic institutions and organizations.
- Ensure timely completion of projects according to set timelines to make sure the implementation of project start as per the date.
- Determination of user charges applicable and collecting the same as authorized by the ULB.
- Undertaking collection of taxes, surcharges and other payables as applicable and authorized by the ULB.
- Take measures to comply with the requirements of the MoUD /other Ministries/Departments of the Government of India Central/State Government Rules and regulations, local laws etc. for implementation.
- Undertake review of Mission budget, implementation of projects, preparation of Smart City Proposal (SCP) and ensuring co-ordination with other parallel missions/schemes.
- Incorporation of joint ventures and subsidiaries and enter into Public Private Partnerships including with foreign entities as may be required for the implementation of the Smart Cities Mission.
- Forming Joint ventures, subsidiaries and incorporating PPP with foreign entities, as and when required for Smart city Mission implementation.
- Undertaking any and all functions as delegated by the Central and state government as well as the ULBs that fall within the scope of Smart City Mission.
- Monitor and review quality control related matters and act upon issues arising thereof.

Special features of the organization
- Kohima Smart City Development Limited participated in the three Smart City Challenges hosted by the Ministry of Housing and Urban Affairs (MoHUA) and secured Top 10 ranking among all smart cities in Nurturing Neighbourhoods Challenge and Street for People Challenge and Top 11 ranking among all smart cities in Cycles for Change Challenge.
- Kohima Smart City was also felicitated at the Smart Cities Smart Urbanisation Event held at Surat in Aril, 2022 by MoHUA. Kohima Smart City was awarded Top 3 PlaceMaking Marathon Winner for implementation of Forest Colony Pocket Park under the Nurturing Neighbourhoods Challenge. Kohima was also presented the Top Performer Award for Open Data Week.
- KSCDL participated in the Nurturing Neighbourhoods Challenge (NNC) hosted by the Ministry of Housing and Urban Affairs (MoHUA) that aims to incorporate a focus on neighbourhood-level improvements that promote healthy early childhood development (0-5-year-old children).
Why should a corporate partner with organization?
Kohima has always tried to be inclusive in all the city-wide proposals. Under the Nurturing Neighbourhood Challenge (NNC), Kohima has adopted a new lens of visualizing the city from Infants, Toddlers and Caregivers’ perspective. The projects in this neighbourhood were carefully chosen based on maximum concentration of Infants-Toddlers-Caregivers (ITCs) and different activities that ITCs do throughout the day. Based on macro and micro level analysis of the neighbourhood, multiple site visits and stakeholder consultations, the sites were taken up to improve neighbourhoods where they can play, live, laugh and develop positive and creative minds. Aim is to create a neighbourhood with safe and independent mobility for children and thereby ITCs
In the first phase of NNC, KSCDL had implemented five pilot projects across three neighbourhoods of Kohima in a span of seven months (April – October, 2021). In the second phase the smart city plans to scale-up similar kinds of interventions across the city by December, 2023.
The pilot projects include development of pocket parks, improvisation of major junctions, provision of play spaces within premises of govt. schools and anganwadis. In next phase, development of 19 pocket parks, improvement of 6 major junctions, transformation of 1 city level recreational facility, upgradation of 8 public health centres and 10 govt. school spaces are planned
Kohima Smart City plans to impact more than 1.5 lakhs residents of Kohima by providing safe play and learn opportunities for young children and resting spaces for their care-givers with the planned implementation of these projects transforming Kohima in a Child-Friendly City.
